LOS ANGELES COUNTY REINSTATES WEARING OF MASKS INDOORS - REGARDLESS OF VACCINATION STATUS


Los Angeles County has announced that effective 11:59pm, Saturday, July 17, 2021, masks will be required indoors REGARDLESS of vaccination status. There will be exceptions; however, the health department has not issued it at the time of this posting (2:44pm, July 15, 2021).


Please monitor the County's website at Reopening LA County - LA County Department of Public Health for complete information. They anticipate it will updated no later than July 16th.




LOS ANGELES COUNTY MOVES TO YELLOW TIER THURSDAY, MAY 6TH EASING SOME BUSINESS REQUIREMENTS


Los Angeles County has been authorized to move to the yellow tier on May 6th (at 12:01am) modifying the following bars; restaurants; breweries and wineries; movie theaters; gyms, fitness centers and yoga studios; and museums, zoos and aquariums. For Duarte businesses the following are in effect:

  • Bars with no meal service:
  • Indoor capacity at 25% or 100 people, whichever is fewer
  • Masks required until eating or drinking
  • Tables 6' apart with no counter seating/service
  • Max per table: 6 people from one household indoors, 8 people from up to 3 households outdoors. If everyone in group is fully vaccinated up to 6 (indoors) / 8 (outdoors) different households at one table.
  • TV viewing allowed; live entertainment outdoors only
  • Restaurants:
  • Indoor capacity at 50%, tables 6' apart.
  • Max per table: 6 people from one household indoors, 8 people from up to 3 households outdoors. If everyone in group is fully vaccinated up to 6 (indoors) / 8 (outdoors) different households at one table.
  • TV viewing allowed; live entertainment outdoors only
  • Gyms, Fitness Centers & Yoga Studios
  • Indoor capacity at 50%
  • Masking always required
  • 6' of distancing between participants and staff for all activities
  • Steam rooms and saunas can open
  • Museums

Los Angeles County Health Officer Order to Align with New CDC Recommendations

Los Angeles County will be adjusting our Health Officer Order shortly to align with the recommendations from the Centers for Disease Control and Prevention on when and where people need to wear masks to prevent the spread of COVID-19. The CDC new recommendations support the continued need for everyone, including those fully vaccinated, to wear masks while in crowds where 6-feet of distance from other persons is not possible, while at large events and gatherings, and in indoor settings where unvaccinated people may be present. Because COVID-19 can still easily spread, unvaccinated people, who remain at highest risk of becoming infected, need to continue wearing masks in all settings where they are around people not in their household.

 

While these changes are appropriate and science-based, they can create unintended risk if individuals not yet fully vaccinated discontinue wearing their masks in situations where they may become infected. More than 50% of the people living in Los Angeles County are not yet fully vaccinated and intermingling with others who are not vaccinated and unmasked increases the possibility of virus transmission. Given the continued threat of variants, masking and distancing are essential protections for those not yet vaccinated. The only safe way for us to enjoy more activities without masking and distancing, is for everyone eligible to get fully vaccinated against COVID-19 as soon as they can. This week, people 16 and older living or working in Los Angeles can just show up at a County-run site during operating hours to get vaccinated.

LOS ANGELES COUNTY MOVES TO ORANGE TIER MONDAY EASING SOME BUSINESS REQUIREMENTS


The Los Angeles County Public Health Department will be moving to the less restrictive red tier Monday, April 5, 2021 at 12:01am. This is a partial list focusing on businesses in our membership and/or city limits.


We wanted to get this information out so that you can prepare for the changes to the following business industries. This is not an exhaustive list, rather those affecting our businesses, members and residents. For complete information, please see the county website at Confronting COVID-19: LA County Responds.


BARS: Open outdoors with modifications (no indoor services are permitted) from 11:30am - 10:00pm

- Masks required unless eating or drinking)

- No counter seating or service. Must be seated at table 8' apart.

- Maximum 6 people per table from up to 3 different households

- No live entertainment


RESTAURANTS: Indoor dining at 50% or 200 people (whichever is less) using modifications previously listed.


PLACES OF WORSHIP: Indoor capacity increases to 50% with safety modifications


GYMS, FITNESS, YOGA AND DANCE STUDIOS: Open indoors at 25% with masking. Indoor pools can open.


GROCERY STORES: Indoor capacity increased to 75%. Strongly recommend limit to 50% until April 15 to allow workers to be vaccinated.


PERSONAL CARE SERVICES (Nail and hair salons, etc.): 75% capacity with masks required for all services. Customer masks can be removed for services, with staff wearing N95 AND face shield only.


MUSEUMS: Can open indoors at 50% capacity.


MOVIE THEATRES: Can open indoors at 50% capacity or 200 people (whichever is less). Each group at least 6 feet distanced (360 degrees) from other groups. Eating only in designated areas or while seated in your reserved seat.


YOUTH & ADULT RECREATION SPORTS: Can apply for athletic events, tournaments or competitions involving more than two teams or multiple individuals.


Duarte City Council Announces City Ordinance Limiting Fees Charges to Restaurants During Pandemic


The Duarte Chamber of Commerce wants to thank the Duarte City Council for enacting an ordinance to limit fees that restaurants are charged for delivery services such as UberEats, GrubHub, Postmates, etc. Effective April 22nd, the maximum restaurants can be charged is 15%, rather than the 17%-30% they have had to endure during the pandemic. Every little bit helps for our local businesses. We were grateful that they reached out to us to help gather information, perform surveys. This teamwork is what makes the Duarte so special.

LOS ANGELES COUNTY MOVES TO RED TEIR MONDAY EASING SOME BUSINESS REQUIREMENTS


The Los Angeles County Public Health Department will be moving to the less restrictive red tier Monday March 15, 2021 at 12:01am. This will ease some business and gathering requirements.


For all of the openings, they are recommending that “all employees working indoors are informed about and offered opportunities to be vaccinated.”

We wanted to get this information out so that you can prepare for the changes to the following business industries. This is not an exhaustive list, rather those affecting our businesses, members and residents. For complete information, please see the county website at Confronting COVID-19: LA County Responds.


RESTAURANTS: Indoor dining at 25% maximum. New requirements for seating proximity (at least 8 feet apart), 6-person party from the same household and HVAC systems will need to be met. Outdoor dining will allow up to 6 people from 3 different households only.

PRIVATE GATHERINGS: Indoors for up to 3 separate household, masked and socially distanced. Fully vaccinated individuals will be permitted to gather in small numbers indoors with others fully vaccinated without masks and social distancing.

GYMS, FITNESS, YOGA AND DANCE STUDIOS: Open indoors at 10% with masking

RETAIL AND PERSONAL CARE SERVICES (Nail and hair salons, etc.): 50% capacity with masks required for all services.

MUSEUMS: Can open indoors at 25% capacity.

MOVIE THEATRES: Can open indoors at 25% capacity. Each group at least 6 feet distanced (360 degrees) from other groups.

INDOOR MALLS: 50% capacity excluding closed common areas; food courts at 25% using indoor dining guidelines.

SCHOOLS: Grades 7-12 while following state and county guidelines and directives.



Statewide Regional STAY AT HOME ORDER extended

As expected the California Secretary of the California Health and Human Services Mark Ghaly issued an extension to the regional "stay at home" order. As Southern California region (as well as the San Joaquin Valley) ICU capacity remains below the 15% (we are 0%) and will remain under the stay at home orders until we reach the required 15% or greater capacity. The secretary stated for Los Angeles County, it likely it will be at least four (4) weeks, although there is no set date for expiration - it is based on four different factors.

New Statewide Regional STAY AT HOME ORDER Effective December 5, at 12:59 pm


The State of California has ordered that all counties in the newly established "Southern California region," (which includes Los Angeles, San Bernardino, Orange, Imperial, Inyo, Mono, Riverside, San Diego, San Luis Obispo, Santa Barbara and Ventura counties), are effectively shutdown for a minimum of three weeks.


Although Los Angeles County Public Health orders mandated much of what is in the new California order, additional restrictions that affect our city are as listed below.


  • All individuals shall stay home or at their place of residence except as necessary to conduct activities associated with the operation, maintenance, or usage of critical infrastructure (essential workforce),  as required by law, or as specifically permitted in this order. (Worship and political expression activities conducted outdoors are permitted as long as they follow county guidelines.)
  • Hair Salons, barbershops and personal care services (includes nail salons).
  • All gatherings with members of other households are prohibited.
  • "Except as otherwise required by law, no hotel or lodging entity in California shall accept or honor out of state reservations for non-essential travel, unless the reservation is for at least the minimum time period required for quarantine and the persons identified in the reservation will quarantine in the hotel or lodging entity until after that time period has expired."

Stay At Home Order Effective 12/5/20

New County Restrictions Effective Monday, November 30, 2020


The Los Angeles County Public Health Department announced that effective Monday, November 30th a stay at home order in effect through December 20th and will limit only essential and emergency workers, or those getting essential services to leave their homes.


All gatherings, except for constitutionally protected church services and protest are prohibited.


Those allowed to operate will have to adhere to the previously issued restrictions (masks and social distancing), along with the new maximum occupancy limits:

  • Essential Retail - 35%
  • Non-essential retail - 20%
  • Personal care services - 20%
  • Libraries - 20%
  • Fitness centers with outdoor operations - 50%
  • Outdoor trails and parks are permitted with household individuals only (public playgrounds are closed)

COVID-19 Reopening LA - LA County Department of Public Health


New County Restrictions Effective Wednesday, November 25, 2020 at 10:00pm


The Los Angeles County Public Health Department announced that effective Wednesday, November 25th at 10:00pm that ALL indoor and outdoor dining at restaurants, breweries, wineries and bars will be prohibited for at least three weeks. Only pick up and delivery will be allowed. This is pursuant to the County's announcement issued on the 20th which noted that:


If the five-day average of cases in the County becomes 4,000 or more or hospitalizations are more than 1,750 per day, the following restriction will be added:

  • Outdoor and indoor dining at restaurants, breweries, wineries and bars will be prohibited and these businesses will only be able to offer pick-up and delivery. Businesses in this sector are being notified via email by DPH, which will work with them to ensure a smooth transition.

New Statewide Restrictions Effective November 21, at 10:00pm


The State of California has ordered that all counties in Tier One (Purple), that includes Los Angeles County, are subject to a curfew (or limited stay at home order) to stay at home from the hours of 10:00pm to 5:00am with limited exceptions through at least December 21st. In part,


". . .requiring that all gatherings with members of other households and all activities conducted outside the residence, lodging, or temporary accommodation with members of other households cease between 10:00pm PST and 5:00am PST, except for those activities associated with the operation, maintenance, or usage of critical infrastructure[1] or required by law. This order does not apply to persons experiencing homelessness. Nothing in this order prevents any number of persons from the same household from leaving their residence, lodging, or temporary accommodation, as long as they do not engage in any interaction with (or otherwise gather with) any number of persons from any other household, except as specifically permitted herein . . . This order remains in effect until 5:00am PST on December 21, 2020, and may be extended or revised as needed."

New County Restrictions Effective Friday, November 20, 2020


All items italicized are taken directly from the County website (https://covid19.lacounty.gov/covid19-news/los-angeles-county-to-implement-tighter-safeguards-and-restrictions-to-curb-covid-19-spread/). Please note this is not the entire order, rather information pertinent to our businesses.


The first measures, effective this Friday, are:

  • For non-essential businesses permitted to operate indoors—including retail stores, offices, personal care services—occupancy will be limited to 25% maximum capacity.
  • The number of patrons at outdoor restaurants, breweries and wineries will be limited to 50% max outdoor capacity.
  • The number customers at cardrooms, outdoor mini-golf, go-karts and batting cages will be limited to 50% maximum outdoor capacity.
  • Services at personal care establishments may only be provided by appointment to customers wearing face coverings by staff wearing face coverings.
  • Services that require either the customer or the staff to remove their face covering, such as facials and shaves, are not permitted.
  • Food and drinks cannot be served at these establishments to customers.
  • Restaurants, breweries, wineries, bars, and all other non-essential retail establishments must close from 10:00 p.m. to 6:00 a.m.
  • Outdoor gatherings remain the only gatherings permitted, and they must only include 15 people maximum who are members of no more than 3 households.


The following MAY be implemented if these circumstances occur:

If the five-day average of cases in the County becomes 4,000 or more or hospitalizations are more than 1,750 per day, the following restriction will be added:

  • Outdoor and indoor dining at restaurants, breweries, wineries and bars will be prohibited and these businesses will only be able to offer pick-up and delivery. Businesses in this sector are being notified via email by DPH, which will work with them to ensure a smooth transition.

If the five-day average of cases in the County becomes 4,500 or more or hospitalizations are more than 2,000 per day, the following restriction will be added:

  • A Safer at Home Order will be instituted for three weeks. The Order would only allow essential workers and those securing essential services to leave their homes.
  • A 10:00 p.m. to 6:00 a.m. curfew would be mandated, with essential workers exempt.

Permitted Re-Openings of Personal Care Establishments, COVID-19 Safety Compliance Program, Great Plates Delivered

The County of Los Angeles is regularly updating resources on COVID-19 and offers today's update in an effort to keep you and yours informed. Please share the following up-to-date information:

Health Officer Order Updates
On Friday, The Department of Public Health made additional updates to the Health Officer Order. All personal care establishments, including massage therapists, tanning salons, electrologists, waxing, and body art studios, can now operate indoors with modifications. In addition, recreational activities such as batting cages, mini golf and go cart racing can now operate outdoors, also with modifications.

As for breweries and wineries, reservations will no longer be required; however, it is strongly recommended that these businesses continue to operate with reservations only to prevent crowding. At wineries, tastings will no longer require a meal being served. 

As with all modifications to Health Officer Orders, businesses must comply with all of the required public health protocols in order to keep residents, customers and staff as safe as possible.

Public Health Announces Timeline for Sector Re-openings

35 New Deaths and 1,148 New Positive Cases of Confirmed COVID-19 in Los Angeles County

The Los Angeles County Department of Public Health (Public Health), in consultation with the Board of Supervisors, will revise the Health Officer Order to allow for limited in-door operations at nail salons and shopping malls, outdoor operations for cardrooms, re-opening of outside playgrounds and the school waiver program for grades TK-2.
 
The following sectors and program will be allowed to reopen on the following dates under the following restrictions:

Sector: Nail Salons
Date of Reopening: October 1
Restrictions: Indoor services may resume at 25% capacity. Outdoor services should continue as much as possible.

Sector: Schools (TK-2) Waiver Program
Date of Reopening: Applications can be submitted on October 5
Restrictions: Limited to 30 schools per week.

Sector: Cardroom
Date of Reopening: October 5
Restrictions: Outdoor operations only. Food and beverages may not be served at the tables.

Sector: Indoor Shopping Malls
Date of Reopening: October 7
Restrictions: Occupancy limited to 25% capacity; all food courts and all common areas remain closed.

Sector: Outside Playgrounds

Date of Reopening: At the discretion of cities and LA County Parks and Recreation
Restrictions: Face coverings and physical distancing are required.

Hair Salons and Barber Shops can reopen with 25% capacity indoors (in addition to their outdoor operations) EFFECTIVE TODAY - as long as you meet all the protocols posted by government entities. At the time of posting this update, this only one available online is from the State of California (effective July 29th).

Effective July 13, 2020, ALL counties must close INDOOR operations in these sectors:

Dine-in restaurants
Wineries and tasting rooms
Movie theaters 
Family entertainment centers (for example: bowling alleys, miniature golf, batting cages and arcades)
Zoos and museums
Cardrooms
Additionally, bars, brewpubs, breweries, and pubs must close all operations both indoor and outdoor statewide.

We are one of the counties that will be required to shut down the following industries or activities unless they can be modified to operate outside or by pick-up.

Offices for non-essential sectors
Personal care services, like nail salons, body waxing and tattoo parlors

SAFER AT HOME EXTENSION

Please see the updated order. The below information is taken in part from the order and is not the complete order. The changes are essentially:

  • All gatherings are banned (previously it was 10 or more people)
  • Personal grooming services, golf courses, drive-in movie theaters and all shopping centers (except essenital businesses) are now closed.
  • Essential businesses must adhere to the following guidelines:
  • Post a sign at your entrance. A sample sign is included in pdf and a Word document in the event you wish to modify.
  • Customers and workers must be separated by six feet if at all possible
  • Make available hand sanitizer containing at least 60% alcohol and/or hand-washing stations with soap and water
  • Clean and sanitize your site
  • Restaurants may operate for pick-up and delivery only
  • Still closed: Bars, gyms, movie theaters, all playgrounds (except those within a child-care center)

Essential activities that you can still perform are: 

  1. Grocery shopping and delivery of same to others
  2. Get medical necessities including doctor or vet visits, medicines and/or supplies
  3. Provide care for others that may not be able to provide for themselves
  4. Legal reasons (court, administrative and social services, and court or law enforcement orders)​

At the Duarte Chamber, we are aware that the new State and County "Safer at Home" orders, will have a huge impact on businesses and communities throughout the state. While this information is just hours old, we wanted to bring it to you with additional resources.

Below you will find some key information taken directly from the orders. At the time of this posting, the City of Duarte has not enacted any further restrictions than the County has ordered. Both the State and County orders are available here.
