LEGISLATIVE PLATFORM & ACTION

THE DUARTE CHAMBER OF COMMERCE is pleased to present its Legislative Priorities platform. This platform, developed by the Legislative Action Committee and approved annually by the Board of Directors, enables the Chamber to respond quickly to business issues as they arise, especially when time is of the essence.

 

The Legislative Action Committee of the Duarte Chamber monitors the legislative activity of both State and Federal representatives who serve the City of Duarte.

 

The Committee acts on behalf of the entire Chamber membership by keeping all members informed of legislation that may potentially impact their business and/or the community at large.

 

Items must be submitted for review via email to ceo@duartechamber.com. The Chamber will review within a 30-day period from time of submission. If the submission is less than 30 days, contact the Chamber CEO for consideration. Items submitted for review within 24 hours (Monday-Thursday) will not be considered.

This platform reflects the basic legislative policies endorsed by the Duarte Chamber of Commerce. It is intended to address, local, regional, state and federal legislation as it impacts our local business community.

FULL LEGISLATIVE PLATFORM

EDUCATION

Support educational initiatives that improve student achievement, resulting in a highly qualified workforce who will strengthen the economy.

  • Support efforts to adequately fund education
  • Support efforts to increase resources dedicated to special education
  • Support policies that provide balanced educational programs, including academic subjects, fine arts, physical education, and languages
  • Support efforts that promote cross-cultural education and produce citizens capable of working in a global economy
  • Oppose unfunded mandates


ENERGY

Support efforts to develop and sustain safe, reliable, resilient, and efficient cost-effective multiple options of energy in order to maintain a viable business environment and robust economy in the San Gabriel Valley.

  • Encourage business education programs to promote energy conservation and energy efficient based programs that will benefit local businesses.
  • Support a technology-neutral, cost-effective, reliable, and diverse energy supply to grow jobs and maintain consumer choice. Businesses must have an affordable, diverse, and reliable energy supply with storage capacity in order to maintain a viable business environment and robust economy in the San Gabriel Valley.
  • Ensure energy infrastructure is resilient in the face of increased climate risk, such as recent wildfires and extreme weather events. A diverse mix of energy supplies and delivery systems will keep businesses, as well as critical services, online during and following natural and man-made disasters.
  • Leverage and repurpose existing energy infrastructure to deliver increasingly renewable resources, such as renewable natural gas and hydrogen, while minimizing consumer disruption and allowing businesses to continue using the appliances and equipment they prefer.


GOVERNMENT

Support the function of government to enhance the economic base of private enterprise and Duarte businesses.

  • Oppose unfunded government and safety mandates
  • Support policies that promote efficiency in government
  • Support permit streamlining and other methods of cutting business red tape
  • Support government entrepreneurial efforts
  • Support efforts to reduce business taxes
  • When appropriate, oppose California's business legislation that provides for more stringent standards or regulations than those of the federal government


HEALTH CARE

Preserve human dignity and access to basic services as a right of all citizens.

  • Support legislation that requires at least a portion of the payment for healthy services be provided by the recipient
  • Support voluntary employer funded health coverage
  • Support development of comprehensive health care facilities in the Los Angeles County area with local health care input
  • Support measures that promote public health


LABOR/WORKFORCE DEVELOPMENT

Support legislation that will allow business and industry flexibility to safely and efficiently manages its employees and develop programs that enhance productivity.

  • Support continued reform of all labor laws to reduce the cost of system and to increase benefits to legitimate employee claims
  • Support efforts to maintain employer’s authority in labor issues
  • Support the educational process that will provide a qualified and able workforce


INFRASTRUCTURE & ENVIRONMENT​

Support the maintenance and required improvement of the infrastructure to support the needs of the existing population and growth, which stimulates the economy.

  • Encourage market-based incentive for recycling, which in turn, preserves our natural resources
  • Encourage South Coast Air Quality Management District, California Environmental Quality Act (CEQA) and other similar regulatory agencies to streamline permitting that will aid in the conservation of the essential resources
  • Support aggressive measures to combat graffiti and other indications of blight

REGULATIONS/LEGISLATION​

Supports efforts to encourage new businesses and retain existing businesses by reforming the burdensome regulatory process.

  • Oppose unfunded mandates
  • Oppose mandates to further regulate, tax, or impose undue burdens of reporting and complying on all businesses
  • Oppose legislation to impose standards upon business based on untried and experimental solutions
  • Assist development of market-based incentives in lieu of government-mandated policies
  • Support reasonable standards for business signage and promotion regulations

TRANSPORTATION

Support transportation and transit improvements that reduce congestion and enhance the mobility of goods if such projects ensure for local control and sensitivity to local community.


WATER

We are committed to protecting the environment, and to finding ways to use our most precious resource wisely. And we support effort and work to prevent pollution, promote sustainability, conservation measures and enhance the natural environment.

  • Encourage business education programs to promote water conservation and rebate programs that will support and enhance local businesses
